April 2025 – Convention Meeting

Libertarian Party of West Virginia 2025 Convention Minutes

 

I.     Meeting was called to Order at 1:00PM by Chairman Richmond

II.     Executive Committee Members Present:

Chair – Taylor Richmond

Vice Chair – Travis Bost

Treasurer – Stephen Smith

Secretary – Will Hyman

At-Large – Joel Davis, Tye Ward, and Tara Sheffer

III.     Introductions by everyone present

IV.     Reports

a)          Treasurers Report: We had $332.25 in dues and contributions for the month. Our expenses were $15.92 for Paypal and Stripe fees (to collect the payments), $44.78 to GoDaddy for our annual registration fees for our online domain name, and $17.11 for our Zoom meeting room.  A net increase in our resources of $254.44.  We had $9,058 in available resources at March 31.

Libertarian voter registrations went down 167 for March to a new total of 10,540. This is the continuation of the “purge” that counties go through this time of year, removing those who have not voted for the number of elections. Mr Smith reported 16 eligible voting members present.

Motion to approve the Treasurer’s Report was made by Joel Davis and seconded by Tye Ward. Motion passed unanimously.

b)          Secretary Hyman read the March Minutes, Motion for approval by Tara Sheffer, seconded by Dustin Blankenship– Approved Unanimously.

V.     Agenda

a)          A motion to approve the presented agenda was made by Dustin Blankenship.

VI.     By Law Amendments

a)          Libertarian Party Candidate Support – Dustin Blankenship read his bylaw amendment (attached) and discussion was had. The amendment passed without objection.

 

b)          Membership Requirements – Steve Smith read his bylaw amendments (attached) and it was seconded by Will Hyman for discussion. Dustin Blankenship offered the following amendment for Article III Members item ii and it was seconded by David Prince.

Met all other membership requirements and have either met the voter registration requirement within the 60 days before the assembly or make the satisfactory representation that will have completed the required voter registration electronically upon determination of lack of voter registration requirements prior to the start of convention voting provide evidence of completion to the treasurer.

The amendment to Article III Members item ii and original motion passed unanimously.

Steve Smiths other amendments were read for Section 2 – Dues, Section 4 – Membership Privacy, and Grammatical Changes he listed. (All attached). His amendments were read in said order and all passed unanimously.

c)          Party Structure, Duties, etc – Taylor Richmond read his bylaw amendments (attached) in the following order and lengthy discussion was had.

Article V – Officers was moved by Dustin Blankenship to include an amendment in section D.3 from the word mailing list to membership list and it was seconded by Will Hyman. Will motioned to amend the sections C and D to move Item D.3 to C.2 and change Treasurer to Secretary. Joel Davis seconded it and it passed unanimously. The amended Article then passed unanimously.

Article VII – The Executive Committee, Section 1/A – was moved by Dustin Blankenship and seconded by Tara Sheffer. (attached) An amendment was offered to add Tyler County to Region 1, passed unanimously. Dustin Blankenship then offered another amendment to switch Braxton County to region 4 and Mingo County to region 5. The amended article then passed unanimously.

Article VII – The Executive Committee, Section 1/B – Erika Kolenich offered the following amendment after the first sentence.

Coordinate 1 or more days at the West Virginia Legislature to establish presence during the regular legislative session.

It was seconded by Dustin Blankenship and passed unanimously.

 

 

 

Article VII – The Executive Committee, Section 1/A – David Prince offered an amendment to add a 6th region but it was withdrawn after lengthy discussion and a new motion by Travis Bost to amend the section A to 6 Regional Reps and to create a Region 6 in item i to contain the following counties, as well as strike them from item c. This new region was made from Doddridge, Pleasants, Ritchie, Wirt, and Wood. This amendment was seconded by Karl Kolenich and passed unanimously.

Article VII – The Executive Committee, Section 4 – A motion was made by Dustin Blankenship to Strike Duties from Section 4. It was seconded by Will Hyman and passed unanimously.

VII.     Executive Committee Elections

a)          Chair – Tara Sheffer nominated Taylor Richmond, seconded by Joel Davis. Voted in without objection.

b)          Vice Chair – Dustin Blankenship nominated Travis Bost, seconded by Will Hyman. Voted in without objection.

c)          Treasurer – Tara Sheffer nominated Steve Smith, seconded by Will Hyman. Mr Smith declared he would not run again. Voted in without objection.

d)          Secretary – Dustin initially nominated Will Hyman, however Will Hyman declined. Dustin then nominated David Prince. Seconded by Erika Kolenich. Voted in without objection.

e)          Director of Outreach – Erika Kolenich nominated Dustin Blankenship, seconded by Tara Sheffer. Voted in without objection.

f)           Director of Legislative Outreach – Dustin Blankenship nominated Erika Kolenich, seconded by Tye Ward. Voted in without objection.

g)          Region 1 – Joel Davis nominated Joseph Steiner, seconded by Steve Smith. Voted in without objection.

h)          Region 2 – Dustin Blankenship nominated Tara Sheffer, seconded by Erika Kolenich. Voted in without objection.

i)            Region 3 – Will Hyman was nominated Dustin Blankenship and Allie Nickel was nominated by Erika Kolenich. Allie won by voice vote and was voted in without Objection.

j)            Region 4 – Vacant

k)          Region 5 – Vacant

l)            Region 6 – Vacant

VIII.     Statewide Candidates

a)          Erika Kolenich gave a moving speech about statewide volunteers and dedication to the ideas of personal liberty and freedom.

IX.     Adjournment

a)          Meeting adjourned at 4:40
